Project Proposal
National Educators Institute
Learning Management System & Website

The National Educators Institute (NEI) requires a website and LMS to offer online learning resources as part of their service offering to members. This requires the building and maintaining of a Learning Management System (LMS) and accompanying website, the integration of these with an existing Authorize.Net payment gateway, and third-party membership service.

Requirements

The NEI have specified the use of the Moodle Platform to facilitate its LMS requirements. The NEI has provided a list of requisite functionality that the LMS must provide. Those functions not provided by the platform in its default state should be provided with the addition of plugins readily available. The NEI requires the hosting, maintenance and administration of the LMS and accompanying website.

From the requirements provided, we have outlined the structure of an online application built to provide support of NEI’s primary objectives, whilst ensuring compatibility with future feature requirements and integration demands.

In addition to the primary specification, we outline a variety of administrative and technical support services with which we can ensure the NEI’s technical requirements are met. This outlines an ongoing technical relationship in support of the product and related services.

1. Provide a centralized entity for the professional learning and conversations of Bermuda’s public and private school educators, counselors and mentors

Creating a dedicated social network for public and private educators which integrates directly into a learning management system will present the best opportunity to meet this goal.

2. Provide a platform for professional development, research, social and emotional support

A Social Networking Platform integrated into the Learning Management System facilitates the progression towards course goals in the context of a social setting, allowing educators, counselors and mentors to communicate with one another, share resources, view and share their progress and work together on collaborative research projects.

3. Provide an interface between the NEI and the general public and their market

An informational site providing a place for the NEI to market their message/brand to the general public as well as promote their offerings to their market. A place to post information about events, special offers or anything else intended for wider distribution.

Site Outline

Proposed Site Map

There are two applications outlined below.

An informational website, allowing the NEI to communicate with the public, accept enquiries and memberships, and accept leads from marketing strategies employed by the organization.

Secondly, there is a Moodle Platform, which provides the application on which the NEI will deliver it's core services to it's users and members.

The Moodle Platforms specifiations have been outlined by the NEI.

Site Section: Informational Public Website

The informational Public facing website provides:

  • Information on the NEI and their team
  • Course offerings
  • Professional Learning Standards
  • The NEI's mandate

It will provide the following functionality for the NEI:

  • Generate subscriptions for the NEI’s Digital Courses and Live Webinars
  • Accept Newsletter/Email subscriptions
  • Provide a contact form/information for the public to reach the NEI
  • Provide a directory of resources/links for the public and members

Page Outlines

Landing Pages

The purpose of the landing page is to convert visitors into clients/customers. They are typically designed with a single focus or goal. In conjunction with a robust marketing strategy/campaign, landing pages allow an organization to maximize ROI on marketing dollars. When a prospect clicks through your advertisement or promotional link, they’ll have certain expectations for the post-click landing page, it is important that marketing material is consistent and messaging remains clear between the landing page and the medium used to bring visitors to the site.

NEI marketing would be most successful by using a dedicated landing page for each campaign it employs to maximize user acquisition for its platform.

Home Page

The homepage welcomes your visitors to your site, tells them what you want them to do and allows them to explore your site in more depth. The homepage will introduce visitors to your organization's values, its unique selling proposition and goals. The more effectively this information is communicated, the more likely visitors are to convert.

The NEI provides professional services for educators. It aims to upskill and improve the efficacy of educational organizations through its learning platform and suite of member resources.

Communicating the value of membership to individuals and organizations is the primary goal of the homepage.

Professional Learning Standards

This section of the site explores each of the Professional Learning Standards. It provides a broad overview of the core topics, and allows visitors to explore each section to a greater depth. This section of the site will use a great deal of the content already provided by the NEI to communicate the information as clearly as possible.

About Page

The About page is your organization's opportunity to expand on the values and unique selling proposition outlined to visitors in the homepage, it also serves as a place for the NEI to communicate who they are, what their organizational mandate is, how they plan to implement it and why this matters to the public/market.

NEI Membership

Outlines what membership to the NEI entails, the services offered, the benefits of membership, the course's members have access to, how membership has benefited clients, and what the associated costs of membership are.

FAQ

Frequently Asked Questions are posted here and updated by the team as needed. This provides value to visitors and cuts down on administrative overhead. This page will support visitors asking questions directly.

Contact

A basic contact form allowing the NEI to receive enquiries or answer questions asked by their visitors.

News

This page provides the NEI a section to outline events, updates or press releases which need to be available to the public.

Site Section: NEI MOODLE PLATFORM (LMS)

The core service offered to NEI Members is access to a suite of tools to further professional development. The Moodle Platform has been chosen to facilitate this as it is familiar to the core userbase and provides a robust industry standard offering allowing the NEI the tools required to deliver this core business service and the confidence to be able to expand their service offerings to meet the needs of the market into the future.

Estimated Costs

Development Costs
Based on the above Scope of Service, specified in the Site Outline and Administrative Services sections, Ice Breaker Ltd is able to deliver the above services and solution to National Educators Institute at a cost of: $11,000*, inclusive of the production of Educational Materials as outlined in the Administrative Services.

The estimated costs are inclusive of the development of both the Moodle Platform and NEI website.

We anticipate initial maintenance costs to constitute the majority of the outlay as the platform adjusts to user demand and as requirements are adjusted. There are a number of factors that will contribute to these costs, principal amongst them is the adaptation of the platform to new plugins and potential feature expansion.

Administrative maintenance and developer support is billed at $120/hour. On the assumption that the requirements as outlined are taken as the defined scope of work, we estimate maintenance for the first quarter of operations to be between $800 and $1,200.

Hosting is inclusive of our standard administrative functions as outlined below. Should the platform require it, more resources will require provisioning which will necessarily increase these expenditures. From our independent research, we suspect this will not be necessary.
