The National Educators Institute (NEI) requires a website and LMS to offer online learning resources as part of their service offering to members. This requires the building and maintaining of a Learning Management System (LMS) and accompanying website, the integration of these with an existing Authorize.Net payment gateway, and third-party membership service.
The NEI have specified the use of the Moodle Platform to facilitate its LMS requirements. The NEI has provided a list of requisite functionality that the LMS must provide. Those functions not provided by the platform in its default state should be provided with the addition of plugins readily available. The NEI requires the hosting, maintenance and administration of the LMS and accompanying website.
From the requirements provided, we have outlined the structure of an online application built to provide support of NEI’s primary objectives, whilst ensuring compatibility with future feature requirements and integration demands.
In addition to the primary specification, we outline a variety of administrative and technical support services with which we can ensure the NEI’s technical requirements are met. This outlines an ongoing technical relationship in support of the product and related services.
1. Provide a centralized entity for the professional learning and conversations of Bermuda’s public and private school educators, counselors and mentors
Creating a dedicated social network for public and private educators which integrates directly into a learning management system will present the best opportunity to meet this goal.
2. Provide a platform for professional development, research, social and emotional support
A Social Networking Platform integrated into the Learning Management System facilitates the progression towards course goals in the context of a social setting, allowing educators, counselors and mentors to communicate with one another, share resources, view and share their progress and work together on collaborative research projects.
3. Provide an interface between the NEI and the general public and their market
An informational site providing a place for the NEI to market their message/brand to the general public as well as promote their offerings to their market. A place to post information about events, special offers or anything else intended for wider distribution.
There are two applications outlined below.

The NEI provides professional services for educators. It aims to upskill and improve the efficacy of educational organizations through its learning platform and suite of member resources.

The core service offered to NEI Members is access to a suite of tools to further professional development. The Moodle Platform has been chosen to facilitate this as it is familiar to the core userbase and provides a robust industry standard offering allowing the NEI the tools required to deliver this core business service and the confidence to be able to expand their service offerings to meet the needs of the market into the future.
The estimated costs are inclusive of the development of both the Moodle Platform and NEI website.
We anticipate initial maintenance costs to constitute the majority of the outlay as the platform adjusts to user demand and as requirements are adjusted. There are a number of factors that will contribute to these costs, principal amongst them is the adaptation of the platform to new plugins and potential feature expansion.
Administrative maintenance and developer support is billed at $120/hour. On the assumption that the requirements as outlined are taken as the defined scope of work, we estimate maintenance for the first quarter of operations to be between $800 and $1,200.
Hosting is inclusive of our standard administrative functions as outlined below. Should the platform require it, more resources will require provisioning which will necessarily increase these expenditures. From our independent research, we suspect this will not be necessary.
